First :- try TISE with a different Tibetan Unicode font since there
could easily be a bug in the substitution tables in the font (or version
of the font) you are using.
Second:- try looking at the output with Arial Unicode font. Arial
Unicode doesn't have substitution tables for Tibetan, so it won't
combine characters, but should accuratly show you the individual
characters being generated by TISE.
