Linebreaking is a Unicode character properties issue not a font (glyph)
issue. There is a Unicode annexe which specifies line breaking properties &
rules - when all the proper properties are added for Tibetan (most have been
submitted already) - and applications implement this - Tibetan line breaking
should work properly.
For Windows: only forthcomming Windows Vista and subsequent version of
Office officially support Tibetan - so don't expect everything to work till
then. Meanwhile if (using search and replace) you add a ZERO WIDTH SPACE
character after each tsheg it helps in many applications.
